The relative refractory period is a phase during which a neuron or muscle cell is recovering from an action potential but is capable of generating another action potential if provided with a stronger-than-normal stimulus. This period follows the absolute refractory period, during which the cell is completely unable to respond to any stimulus, regardless of its strength.
